I think the OP does have a decent chance to get back in with Amex, the only way they know is to apply if they are blacklisted still or not.
Confirmed with Amex a while ago that once you paid off balance owed you will not be automatically denied for "Unsatisfactory History." You still need to meet standard credit requirements.
Also, Its been reported that some folks have been getting approved with an unpaid balance owed to Amex, so they seem to be loosening up a bit.
I agree with your sentiments about paying them back on time, but alot of folks go through hard times and if all credit card companies blacklist for not paying as agreed, they would hardly have any customers. The fact that someone pays back a charged off balance does say something.
I believe they have two different programs for people with prior issues 1) the optima plan 2) the $500 card with no sign up bonus. I also believe that perhaps due to number of members lost in the costco deal atleat for a while it will be easier to get it.

LOL I do the same thing with Barclays.
I love apping for their gold card ( its the only time im gonna apply for card with a $995 AF. ) My CRAs are frozen so I feel brave in doing it
