6 months in the garden is fine, for most, if not all but the most conservative lenders, chase and AMEX are both happy with 6 months between APs. If your score is over 750 and you want to keep it that way and get jumbo CL's that come with those scores it may be better to space out the APs by 12 months.
AP for your first AMEX before the middle of december, to lock in your membership year as 2014.
Are you opting for the QS instead of the citi double cash because of the pre-qual offer?

But to answer: My view is that hard pulls are drastic on your report esp in my case where I'm rebuilding. So unless I know the date of my last HP I'd give it a buffer of a week or so. It just reduces the risk to me that i'll be denied because it's not within 6 months. It's the same reason in the AMEX fourm where people ask to app at midnight on the 61st day. You know what? wait until the 62nd or 63rd day, just a buffer to prevent a mistake.

I know they did 200 offer around that time this year. Maybe they are starting a schedule and are going to do it every year?
