Did you try for a recon? Chase is recon-friendly and it's always worth a shot. I think I got my "score" from them but it wasn't FICO (unless I'm mixing them up with Citi...).
My chase denial letter states:
Scoring system name: FICO® score
Source: Experian
Date calcuated: 03/14/2012
Your credit score: 728
Not sure if this is a true FICO or if it's internal, but it clearly says FICO scoring system. This was on a Freedom app.

Do you have any family members that live in PA? Do you live in PA?
Maybe they only give a score(fico or not) if you were denied based on your FICO score.

+1 I belive this is accurate. If you are denied credit or receive less than optimal terms based on your credit score then they are supposed to provide you with your score. If you are denied for other reasons, say flat out denial because of BK, they didn't consider your score so they don't have to provide it.

H.R. 769 has not been passed yet as far as I know. If you were refused credit for say having too much CC debt, does it realy mater what your score was? Also if they use an internal scoring mechanism, blacklist what good would it do to know it?
Even if a CCC denies your credit because of a minimum score and doesn't care what else is on your CR, a copy of your CR will lead you to repair it and you would still need to get your score later on in order to see if you meet the minimum yet.
It is always good to know as much info about your credit but as I have said many times before, focus on the content of your CR and the scores will take care of themselves.
