Like, I just received my credit card in the mail from Chase bank recently and I forgot to make a purchase with the card before the very first statement hit. Statement showed zero balance, no payment due at this time.
Does this hurt my ability to get a credit limit increase from chase in the future? Say I start using the card starting this 2nd statement and pay in full on time each statement onwards, are my CLI chances harmed by having not used the card at all the first month? When can I expect a CLI and when should I request one with chase you think?
Any adverse action from not using the card first month of receiving it?
Any negative thing at all?

The only "adverse effect" would be having fewer days to make purchases to qualify for the SUB, if the card has one.
Yes. It's ok.
But what about the fact that I didn't make a payment...since chase looks for payments (how many made) when deciding CLI? Really no bad effect?

I always start off slow with a new card.
Wait for it in the mail.
Set up online access.
Make a small $10-$20 charge.
Check to make sure everything is working as should be.
Set up a payment method, and pay a few days after first transaction clears.
Test that everything is working well with no last minute, time rush, etc.
Month two I might start using it like a tried and true account.
Only reason to go faster might be if you had a "Sub" and needed the
extra time like @markbeiser posted above.
No harm with no use or very small first couple months.
Building credit is looked at in years or decade's not days or months.
