I have a Barclays card- World Mastercard Arrival Plus which they have discontinued for new customers a long time ago. This card has a AF of $89 or $95. I have never used any of its benefits despite of having paying AF for the last 7-8 yrs for the sole reason of keeping its huge CL....However, its just a waste of money, so I would like to downgrade it to another card of no AF. Right now I have only one Barlcay's card. Do you think is it possible? Thanks

YMMV. I had a CSR refuse to let me downgrade an Aviator Red when others had been able to do so.

Did you not try with other representatives until you get what you want??

No. It wasn't a big deal for me, just a small preference. It's easy enough to keep AA miles active by using their shopping portal, and I figured I might get another Citi AA card for a nice SUB at some point. I'm not one to fret about keeping every account open possible.
I also have a complicated income situation, with a lot of my investment and business income appearing on separate tax returns. It doesn't take much for a lender to say I have too much available credit with them relative to my (easily explained and documented) income. So I occasionally trim old accounts to get new SUBs (like 100k miles with JetBlue on a card that I got a bit later with Barclays).
And from your updated thread title, FWIW Arrival still exists for existing customers. I actually got my replacement for an expiring no-AF Arrival in the mail today.
Good luck trying to do a product change with Barclay's. I have tried multiple times to change my Ring card. Each time I've been told ineligible. And I get it about spooking lenders. Seems like we are in different times rite now. I had opened 3 cards spaced out this year. My next oldest card is now 3 years old newest is a month old. When my newest hit the reports, for giggles, I pulled annual credit report. Not only did Barclay's, Cap1, the usual culprits of soft pulling my reports sp me, but so did Amex and USB. Crazy times. Luckily no AA. Always safe to tread lightly, especially in today's times.
From what I understand, they aren't allowing product conversions of legacy products like Arrival and no customer initiated APR reductions. I don't see why they don't allow conversions within the Barclays family of products. What's going to happen to Ring, Rewards, Cash Forward, Arrival, Arrival Plus, Arrival Premier and View?

Barclaycard is focused on cobranded cards (AA, JetBlue, Wyndham, cruises, retail) and their Luxury/Black/Gold/whatever family.

You probably be right that Barclay's is not allowing product conversion of their legacy products, however, some sites on google are saying that they do product change but don't know how old those postings are though. I guess only way to know is contacting them. I don't want to get the risk of CLD or closing out my account by poking the bear since I have no activity whatsoever in 9 months, so I made a few charges on the card 3 days ago...Would let those posted and then would try to contact then about this....

You might want to look for details outlined in some of the reports of successful product changes as that could help provide clues as to when those product changes may have occurred.
BarclayUS used to be at least somewhat amenable to product changes within their core line when they still had an inventory of core cards - one common example was their allowing downgrades of the $89 AF Arrival+ to the no-AF Arrival even after the Arrival was closed to new applications - but issuers generally don't support product changes from a core to a co-branded product line or between co-branded product lines unless it's part of a contract-driven bulk migration tied to a product retirement or a cherrypicking of clients. Some members here may remember BarclayUS transitioning out a large number of cardholders a couple of years ago across multiple product lines (including some Arrival+ accounts) to a different issuer who then issued them Mercury cards at the same CL.
