I'm sure there likely are exceptions to every rule, but in the vast majority of cases refusing CLIs has never been proven in any way to be a valid strategy for getting CLIs.

I believe it depends on the applicant's credit profile and usage more than playing "deal or no deal" with a computer.

I think the 'strategy' is that waiting a few weeks allows a little more time for the account to age, time for inquiries to age past 1 year or age off completely, and for many of us here the 'little' things can make a difference between a modest CLI and more generous one. There's no real trick to it, and there's anecdotal evidence (folks on here giving feedback) that many times it is actually effective.
But just letting the account age is just being patient. Has nothing to do with rejecting a low CLI.
Point is you can get CLIs without trying to "play with" the computer or anything like that. Responsible usage and patience.

Not quite... if you accept a low CLI, you can't use the CLI button to try for another (higher) one for usually six months, that's where rejecting a low CLI comes into play.

Usually, your gut will tell you the answer. For example if the account was only open a month youd want to wait, as you know you wouldnt get a high CLI offer. If you barely use it, same thing. Applying your knowledge and good sense is often a great way to determine if you would be eligible for a decent increase. These things arent magic or done by computer tricks. If your profile supports it you will get it.
