This has happened twice over the last few years on a Synchrony HSN card Ive had for a long time I rarely ever use. Each time I put a small $20 purchase on it and the very day after the purchase the original CL was restored automaticaly, might work for you.

So, what do you plan on doing with the card? Leave the limit as is or get it restored?
I'm surprised it lasted this long without closure! One of mine got a CLD (during 2020) and then eventually closed for inactivity. For sure I was thinking you'd be using your Rakuten CC a bit more.
As I am not collecting MRs with it, it's just cashback, and I put all my 3% stuff on USAlliance. When (or if) that ends, I guess I would use this more if Rakuten offers the best discounts (for me it usually doesn't).
I am also looking at my Paypal which hasn't been getting much use since they added the FTF. Probably worth preserving (I have a $25K limit) so I might put some more spend on that.
Good reminder to use my PPMC. It's been a while since I put any spend on it, and SYNCB just closed my old PPC account. I had no need for PPC anymore, but it was nice to have an 8yr+ account reporting.
My PPMC also has a $25k limit, so it's worth keeping.
Is Sync the most sensitive issuer who does CLDs for non activity?

Nope. There's plent others like HSBC, 5/3, WF Retail, etc.
Of noteworthy, if you read their op, they hadn't used that particular card since 2020. So, in this particular instance, that's a fairly 'generous' timeframe for going inactive before SYNCB's internal systems executed the CLD. A variety of lenders have been known to CLD (or close the account) within a 1-2 year timeframe. Some may warn you, others will not. So, if you 'value' the tradeline better keep it active to avoid a CLD or potential closure.
