Just checking how much I spent. $0 from Jan 2020 till now! However, looking through I see a 22c credit for "Amex Error" in Oct 2020 and a 22c charge for "Small Balance Write-On Purchase Principle" in March 2021. So I guess they took away the credit!
I also have an upgrade offer for the ED, but no waiver of fee.
I personally haven't run into any actual "limits" (so far) on the opportunity to obtain a SUB for downgrading and/subsequently upgrading. I currently have both BCE and BCP (BCP was approved last year w/no restriction on getting the initial SUB). BCE, in its current "downgraded" version, has been upgraded/downgraded at least 3x (from memory). Each time, a decent SUB has been offered so I took it. I would be curious to see how my current BCP will pan out if a SUB promotion is offered (if at all) in the future -- as far as whether it would be limited. Similarly, I've done the same with ED and EDP, although those yield lower [MR] SUBs (yes I'm promiscuous that way with AmEx 
) -- hey, it's for science!
So, maybe you can give it another round... until they say no more SUB.
