Credit Unions normally have the lowest APR! Usually Visa Platinum versions, no rewards or much benefits!

I had a Simmons card many many years ago 1980's (10% APR - when rates were really high) ..
( I believe it was the same Simmon's bank talked about here)
Seems they are a tough nut to crack, as you rarely see an approval.
Credit Unions are going to be your best bet for low APR's

A Few that I belong to and some info on others [here]
Post #2 in that thread, has info on some other credit unions.

Unless I'm missing something, the lowest APR for a Simmons Bank card is 13.25%. That seems a little high. If you're willing to put in a little work to join, there's always Dow Credit Union. They have a 6.9% card, and it's fixed rate so it doesn't adjust with the prime rate.

The days when that card was viewed in some circles as being a status symbol are long gone and there are too many other cards out there nowadays with more perks and higher cashback that are easier for the hoi polloi to get approved for, it just isn't a compelling card to have any more.
There have been a couple of approvals announced in Applications over the last several years and every once in a while someone will make a tangental comment in a thread ere about having one.

And of course lower APR. Lots of issuers much lower than Simmons.
The lowest (fixed-rate APR) card that I am personally aware of is the BEFCU VISA, at as low as 4.99% F. Granted, there may be some variable-rate cards available that have lower rates, but the Fed is raising rates and so the BEFCU card is always a good bet, since it doesn't vary with the Prime Rate fluctuations of increasing interest rates, etc.
Unfortunately, BEFCU cards are currently geo-restricted to California, as far as I am best aware.
Former cards:DMB Titanium MC @ 90-day, 0% grace period | $4k BEFCU MC @ 5.49% F | $21.9k Citi DPR @ 5.99% F | Chase Platinum MC @ Prime+1.67% |

NFCU's lowest rate would be on their platinum card, currently the best rate they offer is 8.24%, which is higher than previously, but still better than most cards and of course the rate would be dependant on approval and their underwriting criteria.
