BECU goes as low as 6.9% for those with excellent credit; with my scores I got 10.9%.
Wells fargo student card, been at 11.5% since 2010
After researching, some currently available and ongoing low-APR (non-CU) cards that come to mind:
FNBO Amex at 6.25% V
Simmons Bank VISA at 7.25% V
IberiaBank card at 7.25% V
Barclay Ring MC at 8.00% V
First Command Bank VISA at 8.25% V
I personally have the FNBO Amex and the Barclay Ring MC, which I have found the easiest to apply and be approved for, at least on my end. Others listed, like the Simmons card and the IberiaBank card, are known for being notoriously-difficult or hard to be approved for. YMMV.
The Iberia Bank 7.5% card is long gone. I was on their website today and it looks like the lowest they offer is 12.99% on a card with no rewards!! Why would anyone would want this card is beyond me. My Lake Michigan Credit Union card has a 6.25% APR and the application process isn't even a quarter of what it is for Simmons or Iberia.

tons of others, but those are the two first that come to my mind.. Alot of CU's have very low interest rate cards, to many to mention
The Ring card probably has the most available lowest APR % for most people assuming you are never late on payments, have no Bankruptcies and didn't burn Barclay's
I have DCU = 8.5% on their no-rewards Visa and 7.24% on an old Amex no rewards revolver with a small CL and I never use other than to keep it open for 1978 back dating.

salt_water_swimming j/c, did you ever end up apping for the Western FCU fixed-rate VISA card that you mentioned above? I was approved by them for 11.5% F (originally approved at 12.5% F)?

I have a Simmons. I know a lot of people said the application is crazy, but I literally did nothing. I just applied and got a decision a few days later. I did not have to submit proof of income, etc.
