Quite the contrary...
I can "ask" them for whatever I want. Hell, I could ask them for a million dollars. Getting it otoh may not occur. As usual, yemv.

My BCP is 9.74%.  But I've had it for a long time and it's been PC'd a few times.

I've asked for a rate reduction every year on my BCE and it's been reduced from 19.24 to 16.24 to 13.24%. Approaching my 3rd year so I hope that means I will get it down to 10.24%. I hesitate to carry a balance on this card but figure a lower APR never hurts.

I just got a Costco TE card and the rate is something like 12.24 + prime? Not the best it comes out to 16% or so but I don't really plan on carrying a balance. Lots of swipes and PIF is what they like from what i've read, and really a rewards card is the worst to balance carry with so I have no issues with it.

years ago Amex would lower the apr a bit lower than 10.24. (3.99 + prime) is the lowest I've known Amex to offer someone. but it is only recently Amex will bottom out at 10.24. Those that have lower, it is because they have had that rate for quite some time.

Banks in general have made it so difficult to get lower purchase rates.
