Honestly it's a pretty solid DP by now that nobody has seen a HP since December. Can it change? Sure. Is it likely to change right now? I'm going to say no with NFCU trying to help as many people as possible during this crisis.

Q, @Saeren:

Do you surmise, given your statement above and the current situation, that one MUST still wait for the 91/3, to request the initial CLI (2 statements in)  and if denied, it will reset the CLI request clock, all things being considered?

I don't know specifically about 91/3. I would be surprised if they give CLIs to people who don't have any history with them but it's worth a shot. There is no CLI clock reset from a denial, only ~185 days between approved requests.

I requested a cloc cli in 12/19 and it was an hp.  not sure if its relevant to this post
