I don't know about Citi AA (once again, it all depends on your credit profile), but i was only given starting CL of 2k.
::edit:: my Citi AA is a WMC version.

Chase freedom is a good card as well as the Safire card
The OP is asking a very specific question, not sure why he/she is getting these responses. Simply, which cards specify a minimum of $5K (or you get rejected), not "which cards are good", or "which cards often give more than $5K" I listed the Penfed card as it specifically says that the minimum credit line is $5k.
Because of the way Visa signature cards are set up. They generally start with a 5k limit 99% of the time.
My very first cc was a chase British airways visa signature.
also i know someone who was denied a nordstrom visa signature but given the store card and when she went to recon they told her it was because they couldnt give her the minimum 5k limit.
Hope this helps
Visa Signature cards for sure most have NPSL

I agree. I don't see the confusion. OP you want to go after Visa siggys or MC world/world elite. For example the CSP or Citi Dividend World Elite.
Well, not quite. WMC and Visa Sig don't guarantee $5k min

+1. Like mentioned before, I have WMC with 2K starting limit, and i've seen Southwest/United/Freedom Visa Sig w/ less than 5k initial starting limit.
From what I have seen, 99% of the time a Visa Signature/World Mastercard/World Elite Mastercard will require a minimum $5,000.00 credit limit.
Although technically a no preset spending limit product, I doubt that many American Express charge cards carry a real limit under 5,000.00 as well
