Maybe now that they added the state requirement they are hand picking applicants who might actually use their bank for other products. Even though I live in IL which means I could apply from what I could tell there is only one physical location in the state and its 3 hrs from me.
Another data point here. $5k approval, with ~770 FAKOs across all three reports. No baddies, AAoA around 4 years I believe.
However, I may or may not actually live in one of the states this card is restricted to - found a workaround and apped that way

Maybe you should try for a Citi Prestige. From what I hear they are lax on inquiries right now.
They need to hire you on as a Prestige marketer - you are promoting the heck outta this card!

Congrats leoment, that is amazingly wonderful news!

You were eyeing that card pretty hard...
Now app or get off the pot!
@CreditEd wrote:Not sure if anyone has a DEFINITIVE answer on AMEX back dating? But say back dating still worked the same way that it did. Would a "Partner" card like this also be back dated to your original membership date? Or would a new "Member Since" date be established?
I got my first AMEX back in 1998, and have had two other cards back dated since. And I have a FNBO MC allready. This seems like a great offer from my perspective, but want to ensure that any new cards help my score rather than just my ego.
This card and any other Amex card issued by banks other than Centurion have nothing to do with MSDs all they do is use the AMEX network.

Thanks galahad! The "app by May 31st" definitely made me want to risk pulling the trigger, in case they took down applications permanently.

I still am eyeing it, but I'll get off the pot. I only really app once a year for a card, and this is it for me for 2015, unless I app on Christmas like I said

I'm pretty confident that if I applied for this, they would literally close my current card that I've had with them for 8 years (after denying me for this card, of course).
One disadvantage of their manual review process is that closure and denial may be in the cards.
I kicked myself for asking for a Rakuten MC issued by FNBO... they denied the new Rakuten and closed the FNBO Amex I'd gotten a few months prior. They claimed my risk profile had deteriorated... my FICO had gone UP with other new accounts and new CLs during that span of time.
I've given up on FNBO for now, and if they have an attractive card I'll ask my partner to app for it since they rarely app for any new cards and will therefore avoid the FNBO AA wrath because they are super-polite and courteous, but their actions are swift and severe.
