I feel that there's more to it than what was initially disclosed by their risk team. For one, anyone that has had a Nordstrom retail or Visa card has had no issue requesting CLIs more than 2x within a period of 12 months, some are granted others are not. The fact that their algorithms flagged the account for a financial review has determined that TD Bank has other internal information that we're not aware of.
Just look at the approvals forum for all Nordstrom CLI successes.

Or disclosed by the OP. I have a Nordstrom Visa that I opened in May 2018 and I've requested several CLIs in that period and I've not triggered a financial review. Since opening the account it has grown from $2,500 starting limit to $15,000 after the last CLI in November 2019.
Ive used the card both for Nordstrom purchases and elsewhere when they run Nordy points promotions for home improvement store purchases, etc.
The last two times I called in I was told by reps that they usually approve CLIs every 4 months.

No, I agree! She stated the CLI requests as like an excuse... obviously the account was being monitored by computer and maybe them over the last 2 years that credit wasn't as good as it is recently and before all the debt was paid off... they just left me alone during that time!

I was like but my credit is so much better now and I feel more credit is due!
She suggested I leave it alone for 6+ months before asking for any further increases even though things were much better.

Spending >50% of the credit limit on a single purchase OUTSIDE of Nordstrom likely triggered the account freeze. Given that you did not have to send any docs, I suspect this was a fraud review due to the purchase amount (and potentially the location). I doubt your CLI activity triggered it unless you made a request right before the big purchase.

That's what my thinking was. I mean they probably expect 50-60% of you shopping to be at Nordstrom's, otherwise why would a person apply for it? Then for a significant charge at Costco no less, after probably not seeing much usage.
I also had the thought that they may have done a recent SP and found out about several new accounts, whether that matters IDK?
That said, it's definitely inconvenient for something like this to happen.

Scratching my head. How were you able to use AMEX in Costco. They stopped using AMEX several years back when they switched over to VISA or Debit cards only.

No, the OP had already used it at Costco and at their next stop the card declined. See purple bolded text.
