Was notifed this morning by MyFico that my account has posted with a CLD from $8,600 down to $1,024. In fairness It has been a year since I have used this card.
Do they do these random types of CLDs?

Not necessairly random but Synchrony is known to CLD accounts with non-use and moderately sized limits.

Not random if you haven't used the card in a year - the CLD is for non-use. Search the forum, this is becoming a common occurrence now. I suggest using the card and calling in to try and get your CL reinstated.
Usually if you hit the CLI increase button, it will reinstate your original limit, sometimes even gives a little more.

For Synchrony, that number is a dead giveaway for an inactivity-related CLD.
As others have said, Synchrony (previously called GECRB/GEMB/GECCC) will lower credit lines of accounts that have become dormant. They always add that strange $24 to the limit; people have had their accounts reduced to $1,024 like yours and also $324 and $124. Usually a phone call to them will restore the limit.
Called CS, and yes, said they had mailed me a letter. phh.
Anyhow, limit reinstated after providing current income, and a SP (CR's frozen)
At the end of the day, of they didnt reinstate I was going to close it. I dont use the card, (thier points system is trash) and I'm not Sync fan anyway. Pissed they mishandled the "upgrade" last year on the paypal credit to Mastercard "product change".
On a second thought, I should probably use my Discount Tire card, they may do the same on that, huh?

How did Synchrony mishandle an upgrade. Any time one upgrades a Synchrony account to a Mastercard, it becomes a new account and closes out the old one. Curious. Thanks.
"Any time one upgrades a Synchrony account to a Mastercard" You assume that everyone knows/knew that's how they do it.
They mishandled it by misinforming me REPEATEDLY before I accepted the "upgrade". I called in and asked 3 times and was told everytime that it would just be a product change, no new account, no changes to CR. I have it documented, well. And now I know that is how Synchrony does upgrades.
But that is in the past, almost 18mo ago, so the impact is now minimal if non-existant. Still pisses me off when I think about the ignornace of their phone reps. ( I am using the word in its proper form, lacking of knowledge or awareness - not the snide derogitory manner how most use it today)
After that BS, I became more active on these forums and started participating and learning.
Back on topic. CLD resolved, now CL back to normal.
