Possible SL with citi Costco or high limit

I have a citi best buy card that's 8 years old with only $1,500 limit. I hardly use it and have never received a CLI as a result. If i apply citi Costco, will this result in a low starting limit? Under 3k?
Only reason i got this card was because i had a foreclosure back in 2008 and best buy actually approved me two years after that. I wanted to start over somewhere and they gave me a chance.

I would like apply for a card/s that will give me a high starting limit, $10k too much to ask?
Should i takes hits in HP to get new cards or ask for limit increases with HP?
For some reason I'm not satisfied with my rewards chase card.

Amex everyday $30,700
Chase Amazon $16k
Discover $38k
JCP $2k (hardly use it)

How long has your Amex and Chase card been open for? How many new accounts in the last six months?

I was approved last year for 11,900 for the Costco card. It is my only Citi Card (currently waiting for that dang Prestige to be open to apps again).

Amex four years and chase will be two years i believe.
Only one Inquiry in last two years.
AAoA six years
No late payments in 13 years.

Yes. I don’t know how quickly but you have to maintain a Costco membership to keep the card. 

As far as a starting line, I don’t like to guess, but you already have high limits, not many cards or inquiries, excellent scores, etc. I’d say the odds are in your favor.

I would say you have a great chance at a good limit on the Costco due to your profile. Usually we see people pulling in $5500 limits and those are on profiles more risky than yours. You hhadnt got increases on your Best Buy because you didnt request any. They rarely give auto luv on Best Buy. Id be willing to bet you could request 20k and get it albeit a hp. All depends if you actually want it.
