Received an offer from Citicard. There is a personal preselected number and a preselected application form is attached. Is it a preapproved offer? Can anyone help?

Is that true for all card lenders or just Citi?
I got one from Citi today too. I just looked again and it indeed has an invitation number. But it says "pre-selected" and that sounds iffy to me. If something says "pre-approved I'll be more likely to bite.

I believe "pre-selected" is the same thing as "pre-approved". I got the same thing for American Express in the mail. Also for Citi Thank You Preferred.

I could be wrong and someone correct me if i am but pre-selected is a higher chance of approval VS pre-approved
Pre-selected has the terms in it which allow you to opt out offers 65-35%
Pre-approved 50/50%
i got 2 pre-selected = bye
and 3 pre-approved = approved
so what is better?
