Question on Amex Application

On the Amex App site, what is the difference between instant denial and " we are reviewing your application, we will advice you of your application status by mail or phone with in 8 businessdays". I applied for Amex Businenss Gold Charge Card and I got this message. Does it mean it is still being processed? or declined and waiting to be notified?

Either.  You must be just on the cusp, and they need a human to look at it.  Try calling them to be helpful in offering any info they need.  I've needed to call a couple companies to prove identity, since my DW and I just moved to a new address this summer, and nobody seems to want to trust our PO box.  Of course, we get no mail to our street address, and the utils. are in the landlady's name, so I needed to answer a lot of questions, most of them trick questions, about things on my CR.
