That's a very good question, OP. Unfortunately, I forgot so I don't know that answer for sure and don't want to misinform you so hopefully someone else knows the answer to your question.

From my own experience PC'ing Plat ($500 sl) to QS1 to QS ($8,000 at closing) my account always remained the same 4 years later. Same bad APR, same account. However while gaining age on my account, I was finally able to kick the AF between the QS1 to QS PC at apx the year mark +/-. I have since closed my QS card as they would not work with permanently lowering my APR. If I wanted to stay with Cap1 I would have to re-app for a new card.

If you dont mind me asking, how exactly were you attempting it? The upgrade link? Or by calling them directly? And was your card still partially secure or had they already refunded your deposit. The reason I ask is because I've called and asked more times than I can count and they tell me repeatedly that upgrades are not available at all for anyone. I think they are lying to me because obviously you had success, and I literally just got off the phone with them 2 days ago and I've been trying forever. Mind you mine is still partially secured and hasnt been refunded yet, but I completed the steps program over 1.5 years ago. I thank you for posting your results because it gives me a trickle of hope. Thank you

Capital One stopped unsecuring cards almost two years ago. There was a brief window when they unsecured after 7th statement or something like that, but they have since discontinued that practice.
The only way you're getting your deposit back at this time is by closing your card. Secured cards cannot be PC'ed

He stated he was in the credit steps program, i was unaware that they give unsecured platinum cards under that program. And I'm not sure how you know his card is secured cause my blind eyes cant figure it out from his post lol. All I know is they irritate the pee out me with this darn card, I dont want to apply for another card, and thus take another inquiry, and I don't want to close it because its my oldest account. The money doesnt matter to me I just want them to do the right thing and reward me a little. But I suppose that's asking too much of them.
Almost all of their cards have credit steps now, they just don't outrightly call it that.

You have a a starter card (bucket) per say to prove yourself to them if you apply for one of their other cards. It will stay low for a long time. But at the time thats all you could probably get approved for. I started at $1200 with a Plat and went thru all 5 cards and closed down the Plat/QS and QS1. The next 3 below all had $10,000 SL's. Once you prove yourself they will open up the door for better results. Thats the Cap1 life.

My QS card was also my oldest account by a year when I closed it. It will still show positive on my credit for 10 years. The only thing that showed any negative was Credit Karma and their stinking algorithms, but quickly recovered. Closing the $8k in available credit didn't hurt my over all numbers either. One less card to manage! So depending what you overall credit profile, closing it may not make much of a difference.
You know you have the bucketed card when you turn over your QS or QS1 card that has been "upgraded" from Platinum and it stil says Platinum on the back. At least mine did.

It looks like you're stuck with the card as-is until either Capital One starts graduating cards again, or you close it.
And yes, Capital One does issue unsecured Platinum cards. It was my first card issued, but I closed it after only a year when I realized it was bucketed. It's still on my reports contributing to my credit age.
