9.99 here as well. Approved at the lowest apr 13.99. No auto CLI at 6 months. Called for apr reduction.. mostly trying to get CLI and got reduction to 9.99 and SP CLI from 5k to 7k.

Can they still raise the rate if the card is less than a year old, if the reason is the prime rate went up?

It is 13.99+Prime. So they can't change the 13.99, but obviously prime changes that impacts the APR. Is that your question?
Side note lets hope for one or tow more hikes this coming year in 2016. Be lucky if we see one. Not great for people that carry balances, but good for the economy IMO.

Yup, Chase did it to Humuhumhumu.. for her Hyatt card before she even received the card.

Yup, Chase did it to Humuhumhumu.. for her Hyatt card before she even received the card.
The only portion that changed was prime, not the actual APR of the card though. CC issuers can't control prime
