As wasCB14 said, score is only one factor. Income is actually a more more important factor when banks determine limits. Your score is a reflection of how you handled your past and current credit. It’s a major factor in whether or not you are approved. Your income and the current limits on your cards become a bigger factor once the app moves on to determining your starting limit.
since it’s not just one bank I think it’s safe to assume the multiple banks don’t feel you currently can support higher limits. But that’s just the starting limits. Prove to them you deserve more and most will grant it.

No, SP limits are less than $500 and charge monthly fees to have them. You're over analyzing things and CCC's don't match your other limits typically or aim to align with your AVG CL. Every lender, Every CR, Every situation is different and results in different CL's.
