I plan on closing my Walmart card that is turning into a quicksilver as I already have one. I want to get the capital one venture card. I have the quicksilver, walmart, and the savor already with them all being around $4000 credit limit. Should I apply first or close the walmart card first?
I'm glad that you brought that up because I forgot to ask about it. I didn't request any CLI's though.

I would not apply for a Venture card if I were you. Every Capital One application gets a triple pull -- hard pull on each of the 3 bureaus.
I would wait for the new Quicksilver card to arrive.
Then I would try to upgrade one of the Quicksilvers to a Venture, as outlined here:

I don't actually want to keep the venture card I just want it for the bonus and keep it for about a year. I'm not overly concerned about the 3 bureau pull like most people are here. It's well worth the $700 bonus to get a triple pull IMO.

In response to your question, I think it would be better to close one card before applying for the Venture.
I'm not a Cap1 customer but I believe you can only have two personal CC at once with them. So you'll need to upgrade as recommended or close and take triple hard pull, which I wouldn't recommend for a regular Venture product.

I currently have 3 personal Cap1 cards, after being approved for the Venture X two months ago.
Given that they just want the bonus, I can understand opting for the Venture.
