How many times could it be waived?
Great question. I posted here to try to find out. It only has been two months and am curious about the conditions that permit the waiver.
I don't know about this particular card, but there was a post last year about these small balance write offs. Poster explained that he was able to do this every month on several cards. The only way he's seen it stop is bank decided to just stop writing off balances for everyone. They also could keep lower the amount that they'll write off.
I've noticed that Chase, for example, won't even write off a 1 cent balance.

+1 about Chase from my personal experience...
I think it was Discover who write off amounts under $0.99 cents for me but that only lasted for 2 consecutive months. 😝

BoA and Discover have on occasion closed accounts over this once they deem it to be abusive.
BBVA may tolerate it forever, or you may find out from credit monitoring services when they have had enough.
So, even though I had no say or even requested either waiver, other issuers have deemed this Abusive?
If the $1.00 posted, I would have paid...

Right, but since you now know what happens, you can pay it before it posts.
You'll have to weigh the importance of $12.00 per year vs. keeping card intact (if that's the only charge that ends up on statement for any given month) for yourself.

If you refer back to the screen shot, BBVA issued the waiver the day after the first and then on the same day for the second $1.00 charge respectively.
Thus, there is not a reasonable amount of time to Pay before the Issuer waives.
Your point makes more sense if such waivers are provided at least several days after the charge - no?
Hold my argument off, I may be running into the cycle date ending on the same day the $1.00 hits. Thus, I maybe one month behind. My apologies in advance.
