First time I got instant decline, but since then I've had my collections reduced down to 2-3 from 10-11. Do you think I have a chance now?

Try calling their backdoor number, for app status update.

5/2012: 560 credit scores across the board
12/2014: 750+
3/2017: 780+
11/2019: 833
2/2023: Experian via Chase United Explorer CC pull - 891

Called, they said it's still under manual review and to call back tommorow or later tonight.

 

Now I'm nervous. Any body get approved like this?

I got the card after waiting for the approval in the mail.   I think most of these go through manual review.

I still don't understand how someone could be denied a SECURED card.  It's just a debt card.

Oh, you can. When my credit was really shot, in 2009, I was denied for both BoA and Citi Secured cards. And this is AFTER my check had cleared and everything (I did get the money back with the denial letters of course.)

 

BoA and Citi don't like a lot of bad marks on your report, period. I think those products are meant more for people with thin files.
