Just out of interest, why is starting CL the most important criterion?  For me, reward earning potential (including SUB) comes first.   Are you after a balance transfer (in which terms would also be critical)

Citi CLIs are soft pulls. Our Citi DC and Costco have been getting CLIs without any HPs.

I want to use one for a balance transfer at first, but want it to hold value as a general use card after I pay off the BT. I want to use the other one for rewards and a small BT. My main goal, however, is to lower my general utilization rate so having larger credit limits will achieve that faster.

Based on everyone's insight (thank you) I've decided the amex every day is the best care for my larger BT. Now I'm just torn between the Blue cash back and capital one savor for my rewards card. Would it be bad to apply for 2 AMEX cards at the same time?

Also, the other issue I have with the amex blue is the $1000 vs $500 to earn the sign up bonus. The only way that would make sense is if paying rent ($700) one month (via PayPal) with it would count toward qualifying purchases. Does anyone know if it would?
