got my Cash+ in June 2019. I'm in CA and was expecting Transunion to be pulled. Will they pull Exp again if I decide to get a 2nd Cash+?
Nobody but US Bank can say with 100% certainty.
Based on this thread, there's not a "definitive" answer to what they use for CA, but if it's not the TU F9, it's EX/EQ F8. I'd say there's a good chance you'll get hit on TU again just based on the last time though.

Is there a problem with using EX? You got the first Cash+ ok?
Going for a card that's going to pull Exp. before I go for the 2nd Cash+. I don't want 2 inq when I apply. My Transunion has none.

I hope you realize that there are no guarantees that a particular bank is going to pull a particular credit report when you apply. The best you can do is hope that the bank follows its normal pattern.
One additional inquiry isn't going to make a difference to US Bank, a new account would.
For the Altitude Reserve, I was told that "the computer" pulls one of the three at random (presumably regardless of state). Possibly AR specific (but once you program that, seems like you would want to use it more widely!)
I'm a little confused, is the only criteria for a new card "Will they pull EX"?
They may or may not care about your inquiries. They will certainly care about any new accounts from the past year.
If you have more than one (or two in some cases), it's probably not happening.
