Your USAA/Chase arrangement seems to be very similar to my own USAA/Wells Fargo setup.
In my case USAA is also my 'primary', but if my balance at WF ever drops below the required amount to get the monthly fee waived I just use USAA's transfer feature (which is free) to send $500 over to my WF checking, which WF treats like a direct deposit and gets the fee waived. I also deposit all cash into a WF ATM (when necessary) and do a transfer just like you describe... instant credit, easy-peasy, and works like a charm! ![]()
It's literally the best of all worlds, and totally fee-free all the way around. ![]()

USAA fine print:
*3 A qualifying direct deposit is a single electronic transfer of at least $1,000 that you initiate with your employer, a government entity or an external financial institution. Funds transfers between USAA accounts are not qualifying direct deposits.
Sorry I can't help with the ACH transfer question but to close the loop on my own issue, I was able to get payroll to peel off $1000 from my monthly pay and deposit it into the USAA. I will probably slowly start shifting over all of my bill pay, etc. to the USAA account but that will take time as my WF is set up to do everything on autopilot right now and I don't want to deal with the brain damage

I can confirm I do this. I transfer > $1000 from one of my BoA accounts to USAA each month and get the benefit for Limitless
Amusingly enough, I also transfer $250 from USAA to another BoA account to avoid a fee on that account

Thanks. I assume you "push" those transfers? I.e. from BofA to USAA is initiated from your BofA account. Doesn't that have a $3 ACH fee

Yes, I push it. I do my business banking with BoA, it costs me 50 cents or less It might cost someone else a different amount.
