Usually declined, but not always. I would probably call tomorrow. I'm not familiar with discover recon and how easy it is with them.
I got the same message and called the number to "expedite processing". I was asked about my baddies, then told I can't quality for the 0% intro. rate but I could be approved at a higher annual rate. Then she asked if I would be interested in that and I was like "h**l yeah!" (j/k). Then she told me "Welcome to Discover" also. So it's not necessarily a denial.
I'm not sure why everyone always thinks these messages mean a decline. They just mean that the computer couldn't give a decision so a human has to look at it.
Got the same message - approved but with a low credit line -- Discover just needed additional verification in my case -- call and good luck !

It may also be that they need to verify your identity.

Every credit card that I havent been instantly approved or instantly declined has always been a decline. I havent had many but ive also read multiple people on here say most of them are declines. But I dont know about discover. I was instantly approved for discover and what ive read from other people may have been for amex, chase, ect. I'm not saying all of them are declines because I know thats not true but with all credit card companies I feel its safe to say the majority of the time its a decline. But hopefully this time it is NOT a decline
