What is the 5/24 and 6/24 and those numbers referring to?!

I keep seeing them in posts but what are they?     Are they Credit Card specific?     Or is it Credit Score specific?

This is referring to the number of new accounts in a 24 month period.

In other words, 5/24 = 5 new accounts in the past 24 months.

Why is this relevant? - Many issuers will decline an application if you are over their new account threshold. Chase is famous for this.
