When and how to ask Chase to lower APR

Anyone used SM to ask for APR reduction? How long have you held the card when you asked them?

I've never seen Chase lower APR on a credit card. I tried and the CSR politely shooed me away.

In about 1 month I will try to upgrade my Freedom to  Siggy and of course try to lower APR (22,99%) at the same time....not expecting anything but hope dies last ....Chase is by  far my highest APR and the result of an app spree....my own fault...lesson learnt!
