It's not negotiable, the fee is what it is. You can offset by using the various credits, but it cannot actually be lowered.

If the OP wants to go this route, I'd suggest hanging onto the BCP (or a no-fee downgrade) long enough to be able to transfer most of its limit to the ED.

Last year I called and got a retention offer which helped offset the fee. I still had to pay the full $195 (at that time) but I got 10K points for spending $1500 I was going to spend anyway.
