I was able to PC to the Quicksilver just now with the link!
Hopefully it doesn't affect the steps program I had with the Platinum, I was 3/5 months in.

I wonder when I would be able to PC to the venture card.
Or when I can apply for a second Capitol one card?

Why would you want to PC to Venture? It comes with an annual fee and you wouldn't get the bonus.  If you apply and are approved for Venture you get $500 bonus plus no fee the first year.
