If you want a Citi Double Cash, don't wait for the mailer through USPS.
Go to the Citi website, and check their prequalification tool. Put in as your criteria that you want a "cash back" card as your preference.
If they come back with a specific APR, then you are likely to get the card with that APR. It's a solid prequalification. If they give you a range, then pass, do not app.
Keep checking back monthly to see whether they give you a set APR, and if they start doing that, then you may want to wait still, to see if they lower the specific APR they are offering.
For this to work well, you need to give it time, but just think of it as; you know Citi wants to give you a Double Cash, they just are waiting for you to go check with them whether they "mailed you an offer" or not, through the prequalification site.
The other advantage to this, because Citi is Just Another Credit Card Company, if they start giving you lower specific APR offers, then you are likely doing better in your profile (better scores, reduced apping, gardening) and would be able to look at other cards with some possibility of success. No guarantees, of course, but these CCC go in herds.
