I was reading a few threads and in one someone talked about doing a "recon" on an application. What does this mean? What do you say when you try this? Can this turn a rejected application into an approval? Does it cost another hard inquiry on your report? How do I know who to call to get this done?
Sorry for the shotgun question approach....I'm trying to figure this stuff out.

This means a "reconsideration", typically you would call in to appeal when you apply for a CC or a CLI and are shot down.
Look in the backdoor sticky thread, there are numbers there for many creditors. Sometimes creditors will pull your credit again, not always, YMMV.
If you have a specific card or creditor in mind just do a search and you should be able to get a feel for how recon friendly they are....
