when will intro rate begin?

does a cards promo rate begin the day you get approved?  the day you activate the card?  the day you use the card for the first time?

i have 16 months left on my citi card....if i still have a balance come the 14 month mark and i get approved for another 0% apr with a promo period, im just gona transfer the balance....here goes to free money for 3 years!
