OP, dont play with this. The only ways to dispute HP is to claim no permissible purpose or fraud. Either way, it goes back to Amex. You're basically telling them that they either did not have the permission to pull your credit, or that someone else applied in your name, and asking them to respond
If you find no value in that card, or your "relationship" with them, go ahead and dispute.
Your credit is so young, and if you feel the need to resort to this, nothing good will come out of it.

As echoed upthread, there's no "shaving". This is the risk any individual takes when applying for all things credit related. Since you legitimately applied, it constitutes as permissible purpose (i.e. not fraud).
