Do you have any open CCs now ?  Is there a local CU that you could start with to open a secured card ?   Also, I think there is a secured card that you can get without a hard pull, I'd have to do a search for the name of the bank....

What CCs have you been able to get? Have you tried a local credit union to see whether they will issue you a secured or un-secured CC?
