If one reads the membership qualifications carefully on the NFCU site, nowhere does it say a family member cannot join if the family military member is not a member of NFCU.
In my particular case, since my dad was deceased and not receiving retirement pay, I was not qualified. What saved me was my mother sill living ( thank you mom!), and receiving an annuity form the D.O.D.
ETA: If you open a checking account, I suggest you may want to consider applying for the NavChek LOC.

What is your EQ FICO score?
ETA: NFCU strictly pulls your EQ FICO when you apply for credit products, NFCU will tell you this also. This is the number you will want to know. IMO

Unfortunately, I cannot help you with any authoritative information on Alliant CU. There are many members whom belong to Alliant, and would much better serve you.
I do know there are many threads for you to gather information if you do a search here.

BTW... an idea I can also suggest would be for you to start a new thread, of your own credit profile information specific to Alliant, on the CC board if your intent is to join Alliant to apply for a CC. There are many members here, extremely generous with their time and effort, whom will help you with your Alliant questions.

I haven't had a chance yet to call, but I'm very hopeful reading all of the responses.
Should I try to apply online first or just wait till Monday to call and talk to a account rep ?

First, go to the NFCU home page, under search put in "eligibility", the next screen will be a link to detailing whom qualifies right at the top of the page. Click on that link, you will then see detailed eligibility requirements.
When you call , make the phone call during the day Monday thru Friday EST ( the most knowledgeable CSRs work during this time) and make sure you are speaking with "membership services". Do not speak with any CSR for your eligibility, unless they are specifically in "membership services".
