Many entities OFFER preapprovals-----it's whether you are able to get them for yourself which should be the question
I have had mixed success getting preapprovals.
Just Google "Citibank preapprovals" or whatever.

Yes, I can Google a list. I remember one time someone here made a list of them. I just can not find it.
That list isn't all inclusive. While people know that Ikea has a pre-approval page, many don't know Wayfair, Toyota, dell, etc. have pre-qualification pages. Best option is to find a card you want and Google for a pre-qual instead of fishing with dynamite and scooping up what floats to the surface.

You could apply for an Apple Card, and get an offer after a soft pull. Like: "$5,000 at 23.9% APR."
If you accept the offer, though, it's a hard pull.
