I do go to a local Credit Union for my banking. I go to People First FCU. It's not like one of those CU where you need to have an employer to get in or a referral. One I remember is you need to be a resident of the county. I tried for a secured line I think last year and they denied me.

And now we know why, please don't take this as an insult, but after seeing what's on your credit report I know I wouldn't want you as a customer. Not within a ten foot pole. You have a relatively recent collection you're ignoring. How would I know you wouldn't do that to me, too? Still recon with Amex, but not because you have a chance. Because, it never hurts to ask - all they can do is say no, you took the hit.
Frankly, your credit is badly damaged and it is highly unlikely anyone will want to go near you except the nastiest of the loan sharks (e.g. First Premier, Credit One). Amex, Discover, and Capital One can be GREAT to people in "no credit" situations which is what your original post implied, but Amex and Discover rarely look past previous failings.
Your best hope is probably to try for a Capital One secured card. It's a good deal for people with damaged credit, but frankly I think yours may be too far gone even for that. MAY be...
Still, it's definitely worth a recon with Amex. May as well let them say no instead of just assuming it's a lost cause. If you don't at least give them a chance to say yes, there's no possibility they will
Who said I was ignoring the collection?
In December I went into the Sprint store twice and made two $20.00 payments. For some reason the first payment updated on my Credit Report but the second one did not. Previously I owned $778.10 and two $20.00 payments is $40.00 total so I should own $738 not $758. So, who says I am ignoring it? Did I say that?

Exactly. That's the harsh reality. Banks don't know us, our time, our stories, anything. They see us as a combination of variables - risk history (very high for you), profit potential (probably not that high given it sounds like your income isn't great), etc.
Still worth a try to recon the Amex EveryDay because, hey, you've had the credit pull and if you don't ask they can't say yes. But realistically speaking, your best hope is the Capital One Secured card. And that's a stretch with that collection. I wish you well, I really and truly do. Your getting denied everywhere because your collection is really current, you are a risk to every lender is how I see it and them too.
You need to find a way to get that collection removed, pay for delete. Blank credit history is bad but it's even worst with one collection that is really current reporting.
I know I do not and will never have the money to pay for it in full by doing a Pay For Delete. What are other ways to pay it down to get it off of my report? I know it has already been stated paying $40.00 a month is not doing anything to get it off, so what now?
