You can't get it off your report unless you come to some sort of agreement with OC/CA to have it removed and that won't happen unless you can pay it.
You'll have have to wait 7.5 years for it to fall off from the Date of First Deliquency (DoFD).

Where is the DoFD?
Have to be honest with you.
If you can only afford to pay $40 a month towards this collection of $758, you really don't need a credit card. How are you going to pay for the credit card?
This is why you are being denied.
If you don't mind me asking, how did you end up owing over $700 to Sprint?

12/2014..... you'll have to wait until 2021 for it to fall off.

OK, so it will fall off in 2021 once it is a paid off collection?
Paying it doesn't make any difference.

Respectfully, I agree.
And you have no income. There is no reason for any creditor to lend anything to you right now.
Best suggestion would be to obtain a few secured cards. Save some money so that you can secure them, and then build them, and go from there.

Paid or unpaid doesn't matter it falls off ~7.5 years after DoFD (first time miss a payment). If you make any payment the cycle restarts.
So either you pay for delete or just wait for it to fall off. I would try to work with Sprint or whoever the debt belongs to at the moment.

Once the account has been COed the "cycle" does not restart for credit reporting purposes the DoFD is set and it never changes even if subsequent payments are made on the account, Making payments may reset states SOL...
Would it be accepted to fax the Annual Credit Report Request Form? If yes, than what is the fax number?
