It's dependant on the state. For example, California is a community property state so they can discuss it with you if you live there, but they should have verified your identity first. Debt collectors can leave details in a message IF it can not be accessed by other parties. So, answering machine is a big no-no. Personal, identified voicemail, yes. Text to a possible contact number, no.

I had one call me on my cell phone a year two ago. But the thing is he was calling to collect a debt from my Sister! I responded with "Does my voice sound like my name is Mary?" (I have a pretty deep voice) He responds with "We know she's your sister) I know Lexus Nexus connects us from our parent's address like 40 years ago, and the last name is uncommon.
I asked how much, he said $1800. So I ask where do I mail a check to; I wanted a name & address so I could file a complaint. He wanted only a CC#, so I just told him to f-off and never call me again.
Yep, they'll try anything.
