Credit Score to get CC

My credit score is 652, 650, 647.. I have been denied a Chase unsecured card. Should I focus on a department store CC, a secured CC? Also would a secured CD from a bank be worthwhiled?

I do a have 4 accounts in collections and released (paid) tax lien.

I can not get any type of CC either. But, that is probably a good thing. Not that I would abuse it, just less outgoing money.
