Have you ever heard of Velocity Banking?

This can definitely work for your credit cards the same way it does for a mortgage...Ive used it myself

 

You would need a line of credit tho, try at one of your local credit unions...They may start you low but you can always increase it with time and income...

 

I, for example, was granted one with Navy Federal...I was only aproved for 500 because of my low score with all the high utilization....I maxed that 500 paying off one of my bills, and kept repaying it off, then using it towards other bills...After 5 months, I got it increased to 15k....Then used the 15k to pay off more bills and paaying it back every check I got....

As others have said, with scores that low and DTI that high, there's nothing you can get approved for that will help you out of this.  All you can do is make a budget for yourself, make some serious lifestyle changes, and use the snowball method to work through your credit card debt.

 

Also, I know you don't want to hear it, but you need to sell the BMW.  You can get a solid, reliable used car for $8,000-$10,000 (e.g. a 2013ish Honda Fit or Toyota Corolla).  The reductions in your car payments, insurance, maintenance, taxes, and gas will add up to several hundred dollars a month easily.  Put that money towards your snowballing efforts, and it will make a HUGE difference in your budget.
