HIPAA letter Im so confused.. please help!

I want to send a PFD letter to a CA the OC was my dentist.
 
I tried going to the whychat website but it doesnt seem like the letters fit what Im doing?
 
Im still within my SOL so I cannot DV.
 
Ive written several letters to my dentist asking for PFD and he keeps saying "NO SPEAK TO THE CA, I CANT HELP YOU"  He also sent me a bill asking me to pay but for no delete.
 
Please help what should I do next?

Use a straight PFD for the CA - CA isn't bound by HIPAA.
 
Find another dentist - apparently customer service and customer loyalty isn't their strong suit

I owned a medical billing company.  Once an account is turned over to collections very seldom can a doctor/dentist request to take that bill back in house.  If the account was turned over within a few weeks the office can say oh we made a mistake that account shouldn't be there.  The problem is the collection agency makes money off of what they collect from you.  If the doctor pulls the account he may have to pay the agency what they made off of you.  You can offer the collection agency less and ask them to speak with the dentist, but for the most part the dentist has washed his hands of the debt.  The CA does have to follow HIPPA regulations.  Patients have rights to privacy and reagardless if it is a doctors office, medical billing company, or collection agency they have to follow HIPPA regulations.

I agree with Jammy. I work in a Hospital Financial Services of a large hospital in a major city. Yes all of our contracted sources do have to follow HIPPA. A CA would not receive any of your medical information from our facility. They only receive the information necessary for collection of a debt. Correct, once we turn over to a collection agency, they are then making their money off of you. Sometimes they offer deals and cut some of their fees, especially around Christmas, Tax time and End of FY, because they know that you have more money around those times of year and they are trying to impress the companies that they represent.
