HIPAA question

Hi all....I have a HIPAA question.  I have disputed all 3 CRA's to have items deleted (all were medical) over the last several years.  Many were deleted...but, I still have a few that won't budge.  They were all included in a BK in 2002.  They were all also sent to the same CA.  Why some were deleted and some were not I have no idea?!  But, here is the question.....If I use the HIPAA info as I was instructed to do....could they put all the deleted items back on my report (in spite) or once they are deleted from my report they are also deleted from their system?
 
We have had perfect credit since the 2002 BK......... (which was all medical bills we were overwhelmed by when our sweet daughter was diagnosed with a devastating disease...which BTW she has been in remission since May 2006, thank the Lord above!)...... Except one bill that went to collection after we moved and after we paid $800.00 thinking this was all that was due! When I found this item on my CR I immediately paid it...this was before I knew about PFD......the initial collection date was 9/2006 now that I paid it...it states...pd 12/2007 seriously delinquent, collection account!  I want this OFF my report....it is killing my scores, considering it is my only baddie since 2002.
 
We are going for a construction loan in 3/2008 and I am concerned with the new strict guidelines on mortgage qualifying that this will hurt us.  I posted a ? on the mtg forum and was told it shouldn't hurt us (this one baddie in 5 years) but, I can't get over this!!!! 
 
Sorry so looooooong...i guess i needed to vent....ya think?
