Yes.  I had 830s across the board on FICO 8 last year with a HELOC at 100% utilization. Again, my guess is this may be Chase's internal score and not a FICO or Vantage thing.

It is factoring into utilization improperly at Experian. Whether that's the reason or it's chases internal I don't know, but that's bringing down his score and making his Experian look bad if that's what they pulled.

The OP of the other thread seems to have a HELOC reporting as a credit card on their Experian report due to an error by either the lender or Experian, and that is causing a scoring issue.  The OP of this thread has not reported a lower Experian score or improper coding as far as I am aware?
