I have read the same. The effect is the same for the first 12 months. The no longer effect your FICO score after 12 months. However, they stay on your credit report for the entire 2 years. Other credit models (e.g. VG 3.0 or a bank's internal scoring) may include the INQ's for the entire 2 years. Also, note FICO may count 0-1 INQ the same, 2-3 INQ the same, etc. At some point (10?) you have lost all of the points. More than that amount will not hurt your score much.

If i have a inquiry that results in an account being opened, do i have the right to have the inquiry removed?

No. If you inquired about credit, then you cannot have that inquiry removed.
