Actually, I wouldn't give up all hope. This is a Comenity card, yes? Back early in my rebuild, I tried doing the "shopping cart trick" and wanted to get a card at a kids clothing store. I was denied, but was obviously hit with a hard pull. I called Comenity customer service and the girl on the phone was the sweetest thing ever and said I could actually write a letter requesting the hard inquiry to be removed. I actually still have the info in my notes on my phone and can provide you with the address she gave me to send the letter. She said it must be a hand written letter stating that you were given wrong info on how this would affect your credit.
I wish I could tell you I actually followed through with it, but sadly, I completely forgot. Doesn't hurt to try, though!

Kohl's is serviced by Capital One. It's one of their PLCCs.
